1999 Toyota Tacoma

Hi I have a 1999 Toyota Tacoma when I put my car in four-wheel-drive lock my front hubs my front axle spins, but my tires do not spin but when I put it in for low, my creeps like it should what could it be!

Sounds like your locking hubs aren't locking.
