2013 Taco Horn only works when turned

I picked up a 2013 Taco Double cab long bed a couple weeks ago, and the horn only works when the wheel is turned either way. I think it’s with the wires in the steering column, but I’m not sure. If someone that has had the same problem can reply with a way to fix it, or link another thread that would be greatly appreciated.
