My 2015 access cab did not come with fog lights. I was reviewing installation info on u tube and the video I watched suggested that the truck may be pre-wired. Is that the case for all Tacos that do not have fog lights? Has anyone directly experienced installing lights with pre-wiring?

Look under the front where they would be and look for a wire harness.

My 2013 access cab wasn't pre wired
