Oh those. My friend's new Mustang has it from the factory. Total ricer mod but to each his own.

I still don't know what the **** they are. We got a couple of flashing led lights at the $ store and put them on my kids' bike helmets so they have flashing nav beacons on them when they skate around the cul de sac that look like the pic above.

They project a logo on the ground when you open the door in case you forget what brand you're driving.

Kind of like the puddle lights on door mirrors except fancy.......LOL
I would not waste my money and time on them. But I'm old and conservative.
