Welcome Hugo, stay away from many of the mods like big ass tires, and lifts unless doing it right with deep pockets. These 3rd gen tacoma's are fussy about this.

welcome! nice color i got an orange '16 sport dbl cab looooong bed i love my truck lifted 1.5 all around no
problems ,no vibrations. And got it aligned at a good front end shop after the lift. and 17x9 wheels. 265\70\17 hankooks they rub a tad in front full turn ,no biggy.

Yes they are roof racks, they have a bar that swings from one side to the other and locks in so it will go across the roof when u want to carry something. Then u swing it back after ur done!
