How can I get my 2004 Tacoma 4X4 to shift sooner when cold. It stays in 2 nd, until 35 mph. ?

That's the ECU trying to warm up the cats. You may be able to get it to shift by dropping down to 3rd and then back to drive. There's no point though.

Any way to reprogram it? Seems like a waste of gas . Most of my driving in my area is under 35 mph.

No way to reprogram Toyota ECUs. They are locked up tight.
