HELP ! “11 Bumper and Hitch removal

Hey, I’m trying to remove a bumper with the factory tow hitch. I removed every bolt I could see associated with the bumper and hitch. The bumper and hitch is loose but I can’t free it from the truck. The bumper freely rocks up and down, but it won’t friggin fully detach from the frame.
What am I missing?

Yah, I was trying to avoid using the big hammer, it just might come to that.

Ok, I finally got the Bumper removed !
So I tried to pull in every direction except up.
As soon as I pulled the Bumper up, it released from the frame.
