(New to forum) RUST help

Hey guys just got my taco about 4months ago and have been adding things to it. But I've noticed some bad rust above my driver and passenger door. Was jw if anyone had this same problem? No but I'll look and see if I can afford a history report. And I didn't buy it lol I traded it for an 88' Cougar Ls. It looks like they had work done in the past though because there is paint up top where there is no clear coat and there's clear coat under it.
 
The previous owner had bought it used from a Toyota dealership in town do you think they might know? I found out when I was going through the paperwork in the glove box.
 
I think you know the answer about body work done in the past. Your effort would be better spent taking off the cosmetic job and seeing what you really have.
