Did you ever figure out the braking vibrations? Maybe this noise has something to do with that?
Sounds like an actuator is not engaging fully. Does it speed up and slow down with your speed? Also can you still change your AC/Heat setting from floor, dash, combo, and defrost? It may sound weird but if there is no change in the vents it is likely that fluid leaked in to the vacuum system.

There ya go. Saved you a ton of money. That should have you fixed for about $5.
And the best part of using the air horn is that your passenger side seat will be stained like that drivers seat your giving away because your passenger will crap their pants if you hit it in the cab. Lol.
